Decision Making in Fire Risk Management

چکیده

Various normative decision theories are discussed in the context of fire risk management. A method suitable for practical decision making in respect to fire safety investments is presented and exemplified. The method involves the use of second-order probabilities to represent uncertainty regarding probability values. A discussion on the use of Bayes theorem in combination with decision analysis is also included. The two case studies the thesis includes involve decisions regarding investments in water sprinkler systems for facilities belonging to the companies ABB and Avesta Sheffield, respectively. Calculations of the net present value of these investments are dealt with in the case studies. © Copyright: Brandteknik, Lunds tekniska högskola, Lunds universitet, Lund 2001. Can behavioral decision theory explain risk-averse fire management decisions?

Organizations managing forest land often make fire management decisions that seem overly risk-averse in relation to their stated goals for ecosystem restoration, protection of sensitive species and habitats, and protection of water and timber resources. Research in behavioral decision theory has shown that people faced with difficult decisions under uncertainty and decisions with multiple and c...

Risk management in urban tunnels using methods of game theory and multi-criteria decision-making

In general, underground spaces are associated with high risks because of their high uncertainty in geotechnical environments. Since most accidents and incidents in these structures are often associated with uncertainty, the development of risk analysis and management methods and prevention of accidents are essential. A deeper recognition of the factors affecting the implementation process can p...

Uncertainty and risk in wildland fire management: a review.

Wildland fire management is subject to manifold sources of uncertainty. Beyond the unpredictability of wildfire behavior, uncertainty stems from inaccurate/missing data, limited resource value measures to guide prioritization across fires and resources at risk, and an incomplete scientific understanding of ecological response to fire, of fire behavior response to treatments, and of spatiotempor...

A Multi-Criteria Decision-Making Approach with Interval Numbers for Evaluating Project Risk Responses

The risk response development is one of the main phases in the project risk management that has major impacts on a large-scale project’s success. Since projects are unique, and risks are dynamic through the life of the projects, it is necessary to formulate responses of the important risks. Conventional approaches tend to be less effective in dealing with the imprecise of the risk response deve...

Multi-variable bias correction: application of forest fire risk in present and future climate in Sweden

As the risk of a forest fire is largely influenced by weather, evaluating its tendency under a changing climate becomes important for management and decision making. Currently, biases in climate models make it difficult to realistically estimate the future climate and consequent impact on fire risk. A distribution-based scaling (DBS) approach was developed as a post-processing tool that intends...
